Bach aportation or exportation of any derivatives of wep- anation of opium or coca leaves coming within the purview of the International Unium Convention must be authorised by a licence or permit issued by the Government of the inporting State shoring that the shipment may be legally made into such tate; likewise, a license or nerait must be lasued by the Jovernment of the exporting state showing that
