VI. Bach aportation or exportation of any derivatives of wep- anation of opium or coca leaves coming within the purview of the International Unium Convention must be authorised by a licence or permit issued by the Government of the inporting State shoring that the shipment may be legally made into such tate; likewise, a license or nerait must be lasued by the Jovernment of the exporting state showing that

To fix canually from estimates submitted, required under Article VIII, the mxioum quan- tities of opium and coco leaves rhich may be importes by ecoh State. In case no estimates are submitted, the Committee shall fix maximum quantities upon a per capita basis, using grare of opium and

rovided that the quantities so fixed under this and the two proceding clauses shall not mosod the total quantities fixed by tho conference without the consent of all the pro- ducing and manufacturing Suates affected.
